NoVirusThanks File Governor is a freeware tool that can easily unlock locked files and folders on your system. This version of the tool is portable (zipped).
It allows for files and folders to be unlocked so that normal file I/O operations can be completed when normally they would not be able to be due to operating system restrictions for files currently in use.
Once a file or folder is unlocked you will be able to force-close the file’s handle, rename, delete etc.
This tool is useful if you are having trouble editing or deleting a file, and get error messages from Windows saying that the file is already in use by another application.
